Design Seoul 2.0 Design Policy and Future Strategies
What projects does the Seoul Metropolitan Government pursue to create a ‘fun and vibrant city of Seoul’? The Seoul Metropolitan Government is actively pursuing the 「Design Seoul 2.0 Project」 in its endeavor to establish ‘Seoul as a fun and vibrant city’. This comprehensive plan focused on propelling Seoul into a top 5 global city characterized by an abundance of vitality and charm. The objective is to create a city that is cherished by global citizens, a city where the creativity of its citizens is fully realized, and a city that adheres to global standards while preserving Seoul’s unique identity. To achieve this vision, ‘Active Seoul’ is based on five principles which are empathetic, inclusive, contribution, resilient, and sustainable design. The following is an overview of project initiatives. ① Empathetic design that feels pride and pleasure in the uniqueness of Seoul. ② Inclusive design for everyone. ③ Contribution design created by citizens and businesses together. ④Resilient design responsible for the safety and health of citizens. ⑤ Sustainable design that saves the environment and economy. Further details of the project will be outlined based on these five principles.
Diffusion of Universal Design Culture: Seoul Universal Design Award
The SMG was the first public institution to promote industries related to universal design by establishing the Seoul Universal Design Award (SUDA) and holding its first public contest in 2021.
Role of Design: Assist Co-existence of People / Environment / Technology
I am Choi So-hyun, and I am in charge of design and marketing, and space and architecture at Naver. After hearing the presentation of the two previous speakers, Thomas Heatherwick and Shigeru Ban, I could also feel the excitement and tremor as a designer. I would like to talk about the theme of ‘Design that aids in coexistence of people, environment and technology’. I am confident that instead of being fearful of technology we can use technology to resolve the issues that we are facing and design can also play a critical role in a rapidly changing society. I hope you will think about what sort of work you do and the perspective you have as you sit here. You are here as urban planners but you are also probably here as residents of the city. Why don’t we think about how you want to live? I think you may find different answers depending on the individual contexts. Let me continue my talk with these questions in mind. Now, I will introduce you to various spaces of Naver. I hope that these various spaces of Naver will be a clue or a solution when you are looking for your own answers in your respective places.
Universal design of Yokohama City Current events in design
The evolution of universal design in Japan Yokohama City is an area with a population of 3.77 million. Its area is about three quarters of Seoul, and it is divided into 18 wards. It started with a population of 500 150 years ago, and after the port was established, the population increased. However, the rapid population increase between 1960 and 1970 caused problems in urban development. Yokohama is currently a city with a significant aging population. Although this is a problem for Japan as a whole, based on the analyzed data, the population growth trend of Yokohama City is expected to peak in 2019. After that, the proportion of the elderly population is expected to continue to increase, and it is expected that one-third of the total population will be elderly by 2030. Looking at the map showing the aging population, it is like looking at the history of how Yokohama's housing development has taken place. The beginning of universal design in Japan was triggered by the Tokyo Olympics 50 years ago. The Tokyo Olympics, held in 1964, introduced the use of pictograms to solve the problem of communicating with foreigners. In 1965, Braille blocks were introduced, and actual installation began in 1967. In 1969, awareness of the need to make the city accessible to wheelchairs increased. Braille blocks were first introduced in the provincial cities to the western part of japan, which is also the case with barrier-free access in Japan, which started in provincial cities rather than the capital.

Based on the vision to “Create Value through Design,” the Seoul Metropolitan Government implements its various design policies ranging from the macro plans for landscape to the micro plans for service improvement. To ensure that citizens can fully savor the attractiveness of natural environment and spaces across the city and enjoy thoughtful care and respect, the role of design in the future society will be even greater. This forum held with the theme, “DESIGN x Seoul : How Does Design Enrich Our Future,” will learn how design serves as an engine for enhancing values of cities through various examples of cities. Also, it will review how citizens in those cities enjoy these value.
Seoul Enhances Urban Aesthetics by Integrating Art Across the City
- Creation of "Attractive Fences" featuring illustrations around long-term construction sites, such as Aeogae Station and the Namsan Gondola project. - Works by renowned illustrators like Subsub, CUNA, and Glory showcased. - Collaboration with L’Oréal Korea to display artworks by disabled artists on the covers of Seoul-style street trash bins. - The city remarked, “We aim to highlight Seoul's charm by incorporating art into urban spaces. Look forward to various street installations at the end of the year and the start of the next.”

1. In countries like Singapore, various tax incentives and policies are provided to support and nurture design-related startups. What type of government support do you think is most effective in fostering the growth of the design industry? I think it’s important to understand that the design industry in Singapore is not necessarily the same as in Korea. In South Korea, design often focuses on creating objects or crafting compelling experiences. In Singapore, however, design is more about process redesign.

First of all, I am very happy to hear that the City of Seoul is continuing to emphasize the importance of design. For me, an emphasis on design must mean benefitting the broader public and should include an emphasis on the design of the public realm: the city’s streets, parks, promenades and plazas. Every new private development must give back to the city in some way, and this usually means either expanding or enhancing the public realm. It is an important role that the city plays: to leverage all private development for the public good and ensure that every new building is a good citizen of the city.
Policy direction identified from the analysis of the diffusion process of Life Safety (Crime Prevention) Design
The anonymous cities that we have been building allowed us to have maximum freedom and make various choices, however, inappropriately, the cities have mercilessly reduced many alternative choices such as collective community action that were available in the past. Only for the limited purpose of reviving the collective environment, physical design of living environment must be used.

Decades of research have demonstrated that our built environment—or the buildings, streets, and neighborhoods where we live, work, play, move, study, relax, pray and socialize—has a major influence on our health and well-being. Special Interview: Rico Quirindongo
As civil servants, our responsibility is to serve the needs of our cities, our citizens, and our diverse communities. To improve the value of our cities and lives of our citizens through design, we must start by listening to our communities, particularly marginalized communities of color, hear from our citizens what they need to be supported, how they can be uplifted, and how they have been underserved. That input and education needs to be institutionalized and iterative. With that data and interaction, city governments should use that information to inform and coordinate our infrastructure and capital investments, our placemaking efforts, and our policy decisions.
